THE BICOL UNIVERSITY MASTER OF ARTS IN PUBLIC ADMINISTRATION

CONSTITUTION AND BY-LAWS

 

Preamble

 

We, the students of Bicol University Master of Arts in Public Administration, expressing our faith in the Divine Providence in order to train ourselves in self-government in order to promote the high standards for character, scholarship, leadership and service; to foster closer relationship, and understanding with the University Administration and the community; to maintain effective cooperative and fellowship among ourselves; and to contribute to the University goal of excellence in higher education in the region; do hereby promulgate and adopt this constitution.

 

 

 

ARTICLE I

Name

 

Section 1. This organization herein established shall be known as the Bicol University

Master of Arts in Public Administration Council. Hereinafter referred to as the Graduate School Public Administration Student Council.

 

 

 

ARTICLE II

Declaration of Objectives and Functions

 

Section 1. The Graduate School Public Administration Student Council shall be autonomous in undertaking programs complementary to the development of the Bicol University through graduate students’ actions.

 

Section 2. The Graduate School Public Administration Student Council shall pursue the following specific objectives:

 

a. To serve as an active forum for MAPA students’ ideas and sentiments,

b. To uphold the ideals of the University geared towards ensuring a well-rounded intellectual, spiritual and physical development of the MAPA students;

c. To develop a sense of service and responsibility among the MAPA students for the welfare of the society;

d To pursue a dynamic program of student involvement in campus activities so as to enhance the skills and talents in serving the goals of the University;

e To strengthen the ties among the MAPA students, faculty, administration, and other sectors of the academic community by way of discussing problems and plans through peaceful and intellectual means so that the common good may be achieved,

f. To strengthen the rights and welfare of the MAPA students;

g. To promote the social and national consciousness among the MAPA students.

 

Section 3. To carry out its objectives, the Graduate School Public Administration Student Council shall:

 

a. Organize and coordinate MAPA students activities designed to improve the general welfare of the students as well as to prepare them for constructive citizenship;

b. Represent the MAPA students in the Academic and Administrative Councils of the University and other activities concerning the students;

c. Coordinate with the Office of Student Affairs on student matters, affairs and activities;

d. Help or serve MAPA students who may need assistance especially in dealing with the faculty, administration and other members of the Academic community, or in matters concerning their participation in seminars, workshops and other seminar activities as representative of the University;

e. Conduct an alternative class in developing sound and critical thinking;

 

 

 

ARTICLE III

Membership

 

Section 1. All MAPA students of the Bicol University, irrespective of year and units taken who are officially enrolled during the school year will automatically become members.

 

Section 2. MAPA program shall be entitled to at least one representative to the Graduate School Student Board.

 

Section 3.The MAPA Representative shall coordinate with the GSSB on matters pertaining to the welfare of the MAPA Program that he represents.

 

 

 

 

 

 

 

ARTICLE IV

Rights of the Members

 

Section 1. No member shall be obliged to contribute or donate any amount of money or any object of value or service, unless otherwise duly authorized by constituted authorities of the Graduate School or provided for in the constitution of the Graduate School Public Administration Student Council.

 

Section 2. All members shall have the freedom of the press and speech, and peaceful assembly not contrary to the Constitution of the Graduate School Public Administration Student Council and existing laws governing such rights.

 

Section 3. All the members shall have the right to petition the proper authorities for redress of grievances, present views and opinions conducive to broad, sound and healthy thinking of vital issues concerning the welfare of the students.

 

Section 4. Every member shall have the right to have the grades speedily recorded, his transcript of records speedily processed and the confidentiality of his academic records maintained.

 

Section 5. Every member shall have the right to be informed and the responsibility to know the rules and regulations affecting him.

 

Section 6. Every member shall have the right to have reasonable protection, in case of arrest within the school premises; coordination shall be accorded to the school authorities.

 

Section 7. No member shall be subject to exploitation, involuntary servitude or unusual punishment.

 

Section 8. All members shall have the right to form, assist and join legal and accredited school-based and non-school based organizations, alliances and federations for their integral development.

 

Section 9. Every member shall have the free access on records, reports and other documents kept by the council.

 

 

 

ARTICLE V

Graduate School Public Administration Student Assembly

 

Section 1. The elected officers of the Graduate School Public Administration Student Council and all students of the MAPA shall compose the Graduate School Public Administration Student Assembly.

 

Section 2. The powers of the Assembly shall be:

 

a. To legislate rules, resolutions, regulations and others concerning the development of MAPA students;

b. To approve fund raising activities proposed by the Assembly;

c To prepare and plan activities and projects to be undertaken by the Graduate School Public Administration Student Assembly:

d To act on the grievances, requests, recommendations as presented by the MAPA students.

e. To remove or suspend any officer of the Assembly in accordance with the provision of Article VIII of this constitution.

f. To recommend delegates to seminars and conferences representing the Graduate School Public Administration Students.

g. To act on any proposal or suggestion presented by the President or any member of the Assembly.

 

Section 3. In case of extreme emergency wherein the Graduate School Public Administration Student Assembly failed to constitute a quorum, the members present shall have the special powers to act on decisions on behalf of the Graduate School Public Administration Students.

 

 

 

ARTICLE VI

Powers and Duties of the Officers of the Graduate School Public Administration Student Council

 

Section 1. The President shall be the Chief Executive Officer of the Council. He shall:

 

a. Preside over the general, regular, special, and emergency meetings of the Assembly and the Council.

b. Carry out and implement resolutions, policies and council laws passed and approved by the Assembly.

c. Create Ad Hoc standing committees and appoint the chairman and members thereof except in cases provided for in Article VII Section 3 to 7 of this constitution.

d. Represent the Council in his official capacity as President in occasions and events where the council needs his representation.

e. Propose fund raising and other activities to the Assembly.

f. Authorize and countersign all disbursements to be paid by the Treasurer. Perform such other acts as may be required of him by the council and the Assembly.

h. Take active supervision over the properties, interest, business and affairs of the Council.

 

 

 

Section 2. The Vice President shall:

 

a. Assist the President in all matters where his assistance is required.

b, Take over the duties of the President in cases of absence, disability, resignation or removal for cause of the President.

c.   Monitor the activities of the MAPA students.

d.   Perform such other tasks as may be required of him by the Council or the Assembly.

 

Section 3. The Secretary shall:

 

a. Record and keep the minutes of the Council and the Assembly

b. Prepare and send communications pertaining to the activities of the Council and the Assembly.

c. Perform other duties of the President that the Council may delegate to him.

d. Head the Secretariat Committee

e. Prepare accomplishment report at the end of every school year.

 

Section 4. The Treasurer shall:

 

a. Act as the custodian of the funds and property of the Council.

b. Disburse the funds of the Council in accordance with such rules and regulations or such administrative orders promulgated by the MAPA program or the University.

c. Prepare the financial statements, which shall be supported by  vouchers and official receipts at the end of school year.

d. Perform such other duties as may be entrusted to him by the Council and the Assembly.

e. Head the Finance Committee.

 

Section 5. The Auditor shall

 

a. Audit the funds and accounts of the Council.

b. Certify to the legality of the expenses incurred by the council.

c. Perform such other duties as may be entrusted to him by the Council and the Assembly.

 

Section 6. The Business Manager shall:

 

a. Supervise all business and fund raising activities of the council.

b. Perform such functions as may be designated to him by the Council and the Assembly.

c. Head the Ways and Means Committee.

 

 

Section 7. The Public Information Officer shall:

 

a. Disseminate information for mass media duly approved by the President.

b. Head the Mass Media Committee.

c. Post the minutes, financial statements, and other important documents prepared by the Secretary and the Treasurer to the Graduate School office.

 

 

 

ARTICLE VII

Impeachment and Suspension from the Office

 

Section 1. Any officer who violates the Constitution of the Graduate School Public Administration Student Council, commits grave misconduct and neglects his duties shall be liable for impeachment or suspension.

 

Section 2. Any officer who makes three consecutive absences shall be automatically removed from the office.

 

Section 3 For the purpose of impeachment, an affirmative vote of at least two-thirds of all the council members shall be required.

 

Section 4. For purposes of suspension, an affirmative vote of at least one-half of all council members shall be required. The period of suspension shall not exceed 60 days.

 

 

 

 

ARTICLE VIII

Meetings

 

Section 1. The Graduate School Public Administration Student Council shall meet every month of the semester.

 

Section 2. The Graduate School Public Administration Student Assembly shall be held two (2) times during the semester. The meeting may be called to coincide with the activity of MAPA program.

 

Section 3. The regular meeting of the Council shall be held every first Saturday of the month, the time and place to be designated by the President. Five members shall constitute a quorum and their acts shall bind the council.

 

Section 4. The President may call for emergency and special meetings.

 

Section 5. The Secretary shall issue notices of the meetings at least five (5) days before such meetings are held.

 

 

 

 

ARTICLE IX

Funds

 

Section 1 The funds of the Graduate School Public Administration Student Council shall be generated through fund-raising activities.

 

Section 2. The generation and disbursements of funds of the Graduate School Public Administration Student Council shall be governed by the existing laws, rules and regulations or such administrative or that may be promulgated by the University.

 

 

 

 

ARTICLE X

Graduate School Public Administration Student Council Adviser

 

Section 1. The MAPA Program Adviser shall also be the Graduate School Public Administration Student Council Adviser and must be a full time faculty member of the University.

 

Section 2. The Adviser shall be responsible in giving guidance to the council.

 

Section 3. The term of the office of the Adviser shall be determined by the University.

 

 

 

ARTICLE XI

Amendments

 

Section 1. The Graduate School Public Administration Student Assembly in a meeting especially for the purpose of legislation may propose amendments to the Constitution by three-fourths vote of all the members, subject to the ratification of the students in the same manner as the adoption of the Constitution.

 

 

 

 

 

ARTICLE XIII

Effectivity

 

Section 1. The amended Constitution shall be ratified by a majority vote of the students in a plebiscite called for the purpose and shall take effect upon the approval of the University President.

ACTIVITIES

TENTATIVE DATES

1. Symposium on Charter Change

 

    In the symposium, a Guest Speaker would be invited to enlighten the audience of the Pros and Cons of Charter Change and Federalism. A lawyer would be invited as speakers.  During the Symposium, speakers from all Masters and Doctorate programs would also be invited as preliminary speakers.

August 27, 2005

2. Convention on Good Governance

 

    Speakers from different Govt agencies such as DILG, BIR, BuCus, NEDA and PNP would be invited. Mayor Rosal or Mayor Robredo of Naga would be the Guest Speaker. 

September 24, 2005

3. Community Outreach and Information Drive

 

    A barangay or school would be selected as beneficiary of the outreach program. During the program, local officials would be conveying the programs of their agency. A feeding activity for children would then follow.  

October 15, 2005

4. Disaster Awareness Seminar

 

    The Office of the Civil Defense would be invited to present the readiness of the Regional Disaster Coordinating Council (RDCC), in which its members would deliver their operational functions during calamities and disasters. Guest speaker – Reg Dir, OCD.  

November 26, 2005

5. Business and Commerce Forum

 

    The Chamber of Commerce of Legazpi City would be invited to give their assessment on the present status of Albay Province’s businesses. Prominent businessmen would be invited to share their outlook and prospects as regards to trade and industry. DTI, Reg Dir – Guest Speaker. 

December 10, 2005

6. Forum on Government Health Services

 

    The DOH, Phil Health and BRTTH would be invited to enlighten the audience of their resources and delivery of their services in the province of Albay. DOH Reg Dir would be the Guest Speaker.

January 21, 2006

7. Peace Convention

 

   The Province of Albay Peace and Order Council would be invited to deliver their report and assessment, in which its members would explain the status of peace and order in the province. PNP Reg Dir or the PPOC Chairman would be invited as Guest Speaker.
